(五)Emergency plans for environmental emergencies
A third-party professional environmental assessment agency evaluates the company's environmental risk sources and environmental risks, and gives the company's environmental impact assessment report: our company's main environmental risk material is sulfuric acid, and the largest credible accident in our company's risk assessment is determined to be concentrated sulfuric acid Storage tank leakage accident. Because our company has set up a cofferdam with a length of 18m, a width of 6m, and a height of 1.5m that has been treated with anti-corrosion and sealing around the concentrated sulfuric acid storage tank, the effective volume160m3(The volume of sulfuric acid storage tank is120 m3),It can effectively prevent the harm of concentrated sulfuric acid leakage to groundwater and soil environment, and will not affect the surrounding environment.
In December 2014, our company once again revised and improved the company's "Emergency Plan for Environmental Emergencies" according to the specifications, and after expert review, it was reported to the Nantong Environmental Safety Emergency and Accident Investigation and Disposal Center for record.32060020140081。
The summary of the plan is as follows:
When a large amount of sulfuric acid leaks and may cause major environmental pollution, it should be reported to Haimen Environmental Protection Bureau immediately, telephone: 8226702. When a major environmental pollution accident occurs, the Nantong Environmental Monitoring Center should be immediately requested for emergency monitoring.
Sulfuric acid leakage accidents must be carried out in strict accordance with the "Emergency Disposal Procedures for Sulfuric Acid Leakage". And whether it is equipment leakage or other causes of sulfuric acid leakage or leakage accidents, they must be implemented as follows:
(1)Report that the company manufactures a manager, and report to the company's safety and environmental protection department; when the accident is serious, immediately report to the company's emergency rescue headquarters.
(2)Close the leaking single storage tank as quickly as possible (referring to the one that can be closed), if it cannot be closed, take leakage blocking measures as much as possible, and notify the relevant personnel to pay attention to evacuation.
(3)Initially confirm the amount of sulfuric acid.
(4)When handling accidents, wear personal protective equipment such as protective clothing, face shields, and acid-resistant gloves.
(5)Make full use of the emergency isolation area of the company's existing sulfuric acid tank area to prevent leakage from expanding and recover the leaked sulfuric acid for mixed acid posts; if the sulfuric acid overflows the cofferdam of the tank area, lime should be used to prevent sulfuric acid from flowing into the sewer. Once sulfuric acid flows into the sewer, the sewer outlet should be closed immediately, the accident emergency pool entrance should be opened, the sulfuric acid flowing into the sewer should be collected, and the collected sulfuric acid should be reused in the acid chemical section, or neutralized with limestone powder. The neutralized slag is used to neutralize the post.
(6)A small amount of leakage and recovery of remaining residual acid, covered with lime treatment.
(7)Purify the leakage area, collect lime slag for slurry adjustment or neutralization; and repair leakage equipment;
(8)Re-mark, store or dispose of equipment;
(9)Restore emergency measures.
