Strengthen strategic planning to promote independent innovation of my country lithium industry

In the development of modern industry, the strategic value of lithium resources has been paid more and more attention. Strengthening strategic planning and promoting independent innovation in my country's lithium industry has become an important issue at present. On January 14, the symposium on the topic of "Research on the Development Strategy and Independent Innovation Model of my country's Lithium Industry" organized by the State Research Think Tank was held in Beijing.

The former deputy director of the State Council Development Research Center, Lu Baifu, delivered a speech at the meeting, from the State Council Development Research Center, Ministry of Finance, Ministry of Science and Technology, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Land and Resources, China Nonferrous Metals Industry Association Lithium Branch, Jiangsu Provincial Government Research Office and other institutions Experts and representatives of media and case companies attended the meeting, and experts gave high marks to the results of the project. The forum was chaired by Bao Yueyang, president of China Development Press and chairman of Guoyan Culture Media.

With the acceleration of industrialization and urbanization, energy issues have become an important bottleneck restricting the sustainable development of my country's economy and society. Improving energy efficiency, adjusting energy structure, developing and using renewable energy is not only an inevitable choice for my country to achieve green development and build an ecological civilization, but also the key to maintaining national economic security. In the modern industry, the lithium industry occupies an important position and is the basis for the development of new energy and new material industries. Lithium products are widely used in metal smelting, glass ceramics, refrigeration and lubrication, high-energy batteries, aerospace, nuclear fusion power generation and other fields, and their strategic value is increasingly valued by countries around the world. At present, the global lithium resource reserves are about 13 million tons, of which the lithium reserves of Chile, China, Australia and Argentina are at the forefront. 

In recent years, the application field of lithium resources has been continuously expanded, and the growth rate of lithium in the battery field has been significantly faster, and has become the first application field. Although the main driving force for the rise in demand for lithium-ion batteries comes from the consumer electronics market, the demand for lithium-ion batteries in the power battery and industrial energy storage markets will accelerate. This momentum will only increase in the next few years. Will weaken. In addition, the application of lithium resources in the fields of atomic energy industry, pharmaceuticals, new energy and new materials will also become more extensive with the continuous breakthrough of related technologies.  

As the capacity of the lithium industry continues to expand, related resources and product development technologies have also achieved breakthroughs. Represented by Jiangsu Ronghui General Lithium Co., Ltd., it maintains its leading position in lithium extraction technology, and continues to promote the combination of technology and resources through technological innovation to achieve important progress. At the same time, my country's lithium industry still faces many challenges in terms of resource supply, development costs, and product quality. To this end, the research group proposed that there is an urgent need to focus on the development of the lithium industry on independent innovation, and promote the deep integration of the innovation chain with the industrial chain and capital chain.

The research group believes that the future development of China's lithium industry should focus on the strategic needs of economic and social development under the new normal, with independent innovation as the first driving force for development, market demand as the guide, industry-university-research cooperation as the support, and institutional reform In order to ensure and optimize the allocation of innovative resources, promote the deep integration of the innovation chain with the industrial chain and capital chain, establish a multi-element linkage and multi-agent collaborative innovation ecology and interest community, focus on the development of new technologies, expand the industrial chain, and promote the efficient and reasonable lithium resources Utilization and sustained and healthy development of the lithium industry. 

In order to promote the independent innovation of my country's lithium industry, the research team made six suggestions:

One is to raise awareness, strengthen strategic planning and top-level design. From the height of national security and long-term development, the lithium industry will be upgraded to a strategic basic industry, and the near-term and medium- and long-term plans for the development of the lithium industry will be formulated to promote the development of the lithium industry to achieve technological innovation. 

The second is to strengthen industry-university-research cooperation and support enterprises and scientific research institutions in joint research. Give play to the leading role of key scientific research institutions and leading enterprises, and strengthen the basic scientific and technological research of the lithium industry chain. Innovate the cooperation model of production, education and research, and promote the deep integration of innovation entities. Establishing a collaborative innovation platform for common technology R&D and talent training is "not for all but for all uses" for high-end technical talents. 

The third is to promote cross-regional enterprise cooperation and build a strategic alliance in the lithium industry. Give full play to the advantages of technology, talents, and capital in the eastern region, combine it with the resource advantages in the west, and jointly promote collaborative innovation and open innovation to achieve effective docking of the industrial chain, innovation chain, and capital chain.

Fourth, reform related management systems, encourage competition and appropriately relax access. Deepen the reform of the mineral resources management system, realize the separation of resource exploitation rights and ownership, and use economic leverage to promote the rational development and utilization of lithium resources. Break the ownership discrimination in the system, give private enterprises with technological and management advantages the opportunity to participate in market competition fairly, and support private capital to play a greater role in the development of lithium resources and technological innovation.

Fifth, increase policy support and encourage the priority development and utilization of salt lake lithium resources. Set up a major special project for the comprehensive utilization of salt lake resources. Actively explore the use of government purchases of services, subsidies after technological innovations, and other methods to promote the development of lithium industry and technological innovation to drive industrial upgrading. High-quality lithium carbonate will be included in the list of high-tech products, and lithium carbonate and other series products produced from salt lake old halogen as raw materials will be included in the preferential catalog of enterprise income tax for comprehensive utilization of resources. At the same time, give full play to the role of policy finance and other tools in supporting technological innovation of enterprises, and guide commercial financial institutions to improve the technology credit service system.

Sixth, strengthen environmental supervision and law enforcement, and promote the orderly development and utilization of lithium resources. Clarify and standardize the rights and responsibilities of the environmental resource management department of the government where lithium resources belong, encourage the priority development and utilization of salt lake brine lithium resources with resource advantages and economic and technological advantages, and promote the application of advanced and applicable lithium extraction technologies.
